Terkait alokasi dana Bantuan Sosial (Bansos) yang naik secara signifikan pada tahun 2024 ini mendapat kritikan keras dari Ketua DPP PKS Bidang Ekonomi dan Keuangan Anis Byarwati
Anggota DPR RI Komisi XI ini menyebut pengalokasian bansos yang berasal dari APBN menjelang pemilu 2024, tentunya harus mendapat perhatian serius dari semua pihak termasuk Bawaslu, karena potensi penyalahgunaannya besar sekali.
“Penyalurannya harus bersifat netral, karena jika dilihat dari besarnya jumlah KPM yang mencapai 21,3 juta kepala keluarga atau jika dikali dua keluarga saja bisa mencapai 42,6 juta jiwa, potensi suara yang sangat besar sekali untuk memenangkan pasangan tertentu,” katanya di Kantor DPP PKS, Jakarta Selatan (1/2/2024).
Politisi PKS ini mengingatkan program bansos ini tidak boleh digunakan untuk kepentingan politik tertentu.
“Bawaslu di tahun politik ini, dengan seluruh instrumen yang dimilikinya harus mulai mengantisipasi potensi penyalahgunaan oleh pihak pihak tertentu, karena tujuan bansos itu meningkatkan kesejahteraan rakyat,” ujarnya.
Anis juga menghimbau dengan Partai Politik yang mengikuti kontestasi pemilu 2024, melalui fraksi yang dimilikinya disemua tingkat, mulai dari DPR RI, DPRD I dan DPRD II, mulai mengawasi secara ketat dan berjenjang pendistribusian bansos beras tersebut. “Jika memang diperlukan DPR RI bisa membentuk Panja Bansos, guna memastikan semua proses penyalurannya berjalan sesuai dengan target yang sudah ditetapkan,” ungkapnya.
Menurut Wakil Ketua BAKN ini Panja bisa melakukan pengecekan lapangan kesesuaian Data Terpadu Kesejahteraan Sosial (DTKS) dengan data yang lapangan Keluarga Penerima Manfaat (KPM).
“Akuntabilitas harus terjaga jangan sampai terjadi exclusion dan inclusion error, orang yang seharusnya dapat tetapi tidak menerima, begitupula sebaliknya yang tidak pantas menerima tetapi menerima,” katanya.
Anis menyebut fungsi kontrol dan pengawasan yang bisa berperan secara efektif dalam penyaluran Bansos ini adalah masyarakat.
“Masyarakat bisa melihat secara langsung pendistribusi bansos ini tepat sasaran atau tidak. Mereka bisa memanfaatkan keberadaan media sosial untuk melaporkan penyalahgunaan bansos tersebut,” katanya.
Sementara gerakan pantau bansos melalui media sosial harus terus digaungkan, agar potensi penyalahgunaan langsung bisa teridentifikasi dan diketahui pihak yang terlibat. “Seperti yang sudah terjadi selama ini, banyak kasus penyelewengan dan penyalahgunaan kewenangan yang terungkap melalui peran media sosial,” pungkasnya.
